In recent years, the need and importance of mobile batteries (storage batteries) that use lithium-ion batteries as charging tools for smartphones and PCs and power supply tools for disasters are rapidly increasing.

In the so-called "smart society", mobile batteries are an indispensable tool, and as demand increases, so does the supply (distributors).

However, on the other hand, in February 2019, the Ministry of Economy, Trade and Industry (METI) targeted mobile batteries using lithium-ion batteries to PSE due to a series of battery fire accidents.

In other words, mobile batteries that are not secured for safety (not PSE certified) have been completely illegal.

Just before the legislative february 2019, social problems occurred, such as the sale of non-PSE-certified mobile batteries on the Internet.

Since then, I personally feel that the PSE of mobile batteries has not been complied with, either because of the new legal system.

However, on the other hand, it can be said that it is also a business opportunity that the response of the surroundings is delayed. We have performed PSE certification for mobile batteries many times.

Based on that experience, I would like to write about the flow of inspections and points to note.

History of PSE legislation for mobile batteries (storage batteries)

As mentioned above, as mentioned above, as society becomes smarter, the demand for mobile batteries increases, while many products that are not guaranteed quality are on the market, and the number of accidents is rapidly increasing as shown in the materials.

By the way, it seems that about 70% of the total 150 accidents in this document were accidents involving fires. Whether this number of 150 is high or small may be a divided story.

However, at least 10 years and 20 years ago, there would have been few accidents caused by mobile batteries, so if you think so, it will be a problematic number, and it is easily assumed that it will increase further in the future.

Against this background, the Ministry of Economy, Trade and Industry (METI) in February 2019 subjected mobile batteries to the Electrical Appliance and Material Safety Act (PSE).

Concept of livestock batteries subject to PSE

Regarding the classification of mobile batteries subject to PSE and non-targets, the Ministry of Economy, Trade and Industry (METI) I would like you to refer to it because it is well summarized, but I will tell you very easily.

When the Ministry of Economy, Trade and Industry (METI) summarizes the definition of mobile batteries subject to PSE, "the volumetric energy density per built-in single battery is 400 Wh/L (liters per watt-hour) or more, and it is intended to supply power to others."

As for the density of batteries, what is "intended to supply power to others", as described later?

First of all, there are Wi-Fi routers, smartphones, tablets, laptops, cordless vacuum cleaners, etc.

These are certainly built-in lithium-ion batteries and have a power storage function, but they are intended to be used to charge the main body product, and the main purpose is not to supply power to machines such as external. They are not considered mobile batteries.

However, if there is a necessary authentication other than the mobile battery, of course that authentication is required. To the last, it means that it is not eligible for mobile batteries.

On the other hand, charging cases used for electronic cigarettes and wireless earphones, which are sold purely as mobile batteries, are subject to mobile batteries because they are intended to power others (the main body).

Even though wireless earphones are such small products, it can be said that it is a luxurious dish that straddles wireless radio law, PSE of mobile battery, and two certifications.

In addition, I cited the PSE (Electrical Appliance and Material Safety Act) inspection procedure flow of the Ministry of Economy, Trade and Industry.

For the basic contents, it is enough to grasp this much for the time being, "PSE, PSC, inspection procedure for radio law law law," (1) PSE edition _PSE Certification flow".

Since mobile batteries are not specific electrical appliances but other than specific electrical appliances, there is no conformity inspection (factory inspection). Once the sample inspection is completed, you can start manufacturing and importing, and you can apply to the Bureau of Economy, Trade and Industry.

What kind of inspection does PSE authentication for mobile batteries perform?

The peculiarity of the mobile battery may be in the inspection contents.

I mentioned earlier that "the volumetric energy density per built-in single battery is more than 400 Wh /L (watt-per-watt-hour liter)", but it may be that you are not sure unless you are an expert on the calculation formula.

However, since a corresponding volumetric energy density is required to function as a mobile battery, it may be safe to think that most batteries will be PSE targets.

For the time being, the formula shown by the Ministry of Economy, Trade and Industry is shown.

In addition, 16 items such as "safety at continuous constant voltage charging", "safety during vibration during transportation", "safety during vibration during transportation", "safety of assembled battery containers at high temperatures", "safety in the event of an external short circuit", "safety at the time of falling", "safety at the time of impact", "safety at abnormally high temperature", "safety at the time of compression", "safety of assembled batteries when falling equipment", etc. is shown in the Ministry of Economy, Trade and Industry's materials.

We aim to be able to clear these in one go, but in the past, there were customers who re-examined because a liquid leak occurred at 0 degrees Celsius.

In addition, in order to perform these tests, samples of nearly 100 single batteries and 30 or more assembled batteries are required, and it is quite hard work just by having them aligned to the factory.

Even so, mobile batteries can be said to be highly hurdles, and if you do not do such inspection, you will not be able to protect your safety.

How much does it cost to authenticate?

The cost varies depending on the product, and it depends on whether the operator performs the above-mentioned many sample costs or at the factory.

Then, the standard is not visible, so if you dare to put out an estimate, it seems that pure certification alone will be about 300,000 to 500,000 yen per product. We basically use an overseas inspection organization, so it is tax-free. Our fees will be added to this.

It is more advantageous to have done battery certification in the production area (overseas)

When using an airplane, you may have seen such a restricted-carry list.

Lithium-ion batteries are at risk of ignition accidents as described at the beginning, and transportation restrictions are strict.

On the other hand, the majority of mobile batteries are produced in China.

Of course, since it is not prohibited to transport, transportation is possible if you do the prescribed procedures, but it may take more time and money than normal products.

In particular, overseas transportation may not pass without appropriate know-how.

It is unavoidable when selling it in the end, but it is difficult if you transport overseas to a sample for certification, so I think it is a wise decision to finish the battery produced in China at a Chinese inspection organization.
