From July 16, 2021, the EU (European Union) will change the rules (stricter) of the sale of "CE mark" products to the EU, which have established EU safety standards, which include many electrical products.

Sellers outside the EU who were exporting to the EU via eBay and other channels are expected to be greatly affected by this. To put it a little more simply, sellers who were exporting CE-eligible products to the EU from Japan may be wiped out.

By the way, what kind of state is the embarked export to the EU, japan customs itself can pass without problems, but it can be assumed that luggage is checked, confiscated, returned to Japan (at the exporter's expense) at the local customs clearance of this EU country.

However, if you return it, it is still good, and if you are poor, there may be a possibility that it will be discarded locally.

Some of you said it would be difficult to determine ce products with a lot of luggage, but we don't think the situation will be so optimistic.

This time, I would like to share a brief overview of CE and my personal views on future measures by looking at the customs situation in Japan regarding licensed products such as PSE, PSC, and radio law.

 

What is CE?

There are various explanations about CE, but I would like to quote Wikipedia and add a brief explanation.

Ce marks can be displayed on products by meeting safety performance standards set out by EU law. Launched in 1993, the system is a current system that improves the legal framework, and products that are CE-marked can be freely circulated in 31 countries, including "27 EU member states" + "4 EFTA member countries". On January 31, 2020, the UK left the EU, so there are currently 27 EU member states. In order to perform CE marking, it is necessary to investigate and confirm the applicable EU laws and regulations for each product and prove that the product complies with the applicable EU directive. For example, if the product is an industrial machine with electricity, it is necessary to meet the "Machinery Directive" and "EMC Directive". In addition, for electronic devices operating at AC 50V to 1000V and DC 75V to 1500V, it is subject to the Low Voltage Directive. In this way, each product can be CE marked only after confirming the relevant EU directive and satisfying all applicable directive requirements. Proof of conformity to the CE marking is the sole responsibility of the manufacturer, regardless of whether or not a third party has been involved in the conformity assessment procedure.

Simply put, when the EU (then EC) was realized, CE is a compilation of standards that had previously been disjointed in European countries.

Displaying the CE mark on products that meet the standard is called CE marking.
The basic idea is the same as the PSE, PSC, radio law, etc. in Japan.

In pse, pse is displayed on products that meet the standards of the Electrical Appliance and Material Safety Act (PSE Law) in Japan.

If you've read a few eBay-related blogs about this time,

Therefore, the tone of argument that it is not so pessimistic is seen, too. That may be true, but the EU is very strict in the first place, and japan is not comparable.

For example, in Japan, sales-regulated products such as PSE, PSC, and radio law marks are completely no-checked at customs, whether they are actually certified or not.

There is also the fact that Chinese illegal sellers sell illegal goods on Amazon.

The Ministry of Economy, Trade and Industry (PSE and PSC) and the Ministry of Internal Affairs and Communications (Radio Law) have requested that e-commerce sites be tightened, but it will be more efficient if we can stop them at customs by devising a little more.

And I feel personally.

I don't know if we know the current situation or say that it will not be a big crackdown in the EU, but on the contrary, we cannot say such irresponsibleness.

Objectively, I feel that it is better to think that the EU is tough.

In addition, not only (overseas) exporters but also importers in the EU are accused of ce violations, so you do not want to take risks as a trader, so if you see suspicious products, you will be looking into them quite a bit.

Also, even if eu regulations are not really so strict, it is basically against the law, so it is illegal to sell something that does not meet CE standards.

The idea that it is okay if you can't find it is not so different from the illegal chinese seller. Where has the Japanese people gone?

On the other hand, import restrictions on Chinese electrical appliances and goods from other countries are very strict, and those that do not meet CCC (China Compulsory Certification) certification for electrical appliances will be completely stopped at customs, even if one unit is sent for personal samples and tests instead of for sales purposes.

In a country where AI and science and technology are advanced, stopping at customs itself is not a problem. China has the world's largest annual container handling volume. How much is imported?

If you think so, I think it is better not to do too careless things in the future.

Changing business model to make the necessary certifications work just as tight

To be honest, we do not export eBay to the EU, so I write quite as I like, but certainly if I did it in-house, I would definitely not be calm in my heart.

However, it is only the luck and bad luck of the business that I had been doing and choosing.

For example, for people in the food and beverage industry that have been hit hard by the new coronavirus, I think that people who were exporting eBay had the impression that "It's hard, but it can't be helped now."

This is not a bad thing, but there are risks depending on the business you choose, so if it surfaces, we believe that we have no choice but to find a solution in each business.

This is our view, but it is likely that the business of exporting used single items (corresponding to CE marking) will be difficult to establish.

Of course, there may be some other exemption laws and loopholes in the future, but in a situation where people are restricted by the coronavirus, I think we have no choice but to wait for a while.

In that sense, the individual resale business may be under fire for a while.

On the other hand, if you are thinking about developing with a certain level of organization, it may be a big business opportunity.

For example, it is possible for us to ce-certified electrical appliances and supplies oemed in China and Japan. In fact, such inquiries have increased since the beginning of July this month.

Whether you think that strict regulations will make business difficult or rather a business opportunity, it depends on the mindset of the business owner.
